Mayor Stubbs, not only is she the Mayor, she is also the local law enforcement, justice of the peace and the islands fire chief.  Over the years she has developed a paranoia about fires, and a habit of sniffing her trigger finger.  Her favourite tv show is, Puppet Police, a daytime police drama. To say she's odd, is an understatement.
